PEFC Certification
The Programme for Endorsement Forest Certification (PEFC) represents the "forest management certification", a certified and established evaluation procedure that leads to the issue of a certificate by an independent institution testifying that forest resources management is compliant to pre-set "sustainability" requisites.
A key issue in eco-certification systems application is the definition of "sustainable forest management " (SFM) criteria and indexes, that is these quality (descriptive) and numerical parameters which make it possible to evaluate environmental performance and sustainability of forest management systems.
Criteria and indexes proposed by the Programme for Endorsement Forest Certification (PEFC) have been conceived taking into account the difficulties encountered in defining a suitable instrument to face the peculiar European situation and the need for private forest owners to wield a flexible instrument that could also comply with the need for an ecologically adequate management which at the same time aims at achieving social advantages and is also valid from the economical point of view.
PEFC, therefore, represents an alternative to current certification systems, first of all the Forest Stewardship Council (FSC) certification, considered inadequate especially for small-size forest lots.
The PEFC certification system, in Europe, operates according to three main principles: - Compliance to Criteria and Indexes defined by the Environment Ministry European Forest Protection Conferences (Helsinki 1993, Lisbon 1998) that started the so-called "Pan-European project"; - Regional or group level application (however, individual participation is also possible); - Inspections and certifications entrusted to a fully independent and qualified third party.
